Statistical Communique on National Economy and Social Development of Anhui Province (2003)

In 2003, under the firm leadership of the Provincial Party committee and the provincial government, the people of the whole province regarding the important thought of ¡®Three Represents' as guidance, carried out every principles and policies of the Central Party Committee and the State Council conscientiously, paid special attention to resisting SARS and fighting flood and relieving victims on one hand, and to promoting economy and socially to develop in harmony on the other hand, opened up and advanced courageously, worked in a down-to-earth manner. The national economy kept good developing state and the economic running qualities improved further. Urban and rural residents' living standard continued improving Science and technology, education and every social cause improved in an all-round way.

I : General Outlook

The national economy kept increasing comparatively fast. The gross product was 397.32 billion yuan, increased by 9.2% compared with last year at comparable price, or 0.3 percentage points higher than the figure for the previous year, being the highest increasing range since 1998. Among them, the value-added of primary industry dropped to some extent because of disasters, being 74.91 billion yuan, decreased by 3%; the value-added of the secondary industry was 178.06 billion yuan, increased by 148%; the value-added of the tertiary industry was 144.35 billion yuan, increased by 10.2%. In the gross domestic product, the structure of three industries was 18.9: 44.8: 36.3.Per capita gross domestic product was 6457 yuan, 640 yuan more than the previous year. Overall labor productivity was 11278 yuan, increased by 7.8% at comparable price.

The level of price went up slightly. Price of consumption of residents increased by 1.7%. Of which, the price of urban area increased by 1.8% and that of the rural area increased by 1.7%. Grouped by type: price of food increased by 6.0%, of which, price of fresh vegetables and oil increased by 28.7% 16.8% respectively; that of recreational, educational, cultural articles and living item increased slightly; price of tobacco and liquor, clothing, household facilities, health goods and utensils of transportation and communications still decreased. The purchasing price of energy and raw material increased by 1.8%, ex-factory price of industrial products increased by 3.5% and the price of investment in fixed assets increased by 3.5% compared with that of the previous year.

Employment continued being expanded by scale. At the end of 2003, the number of employs was 35,449 thousand, increased by 444 thousand. Of the total, the number of employs of the primary industry was 18,752 thousand, decreased by 711 thousand; the number of employs of the secondary industry was 6,804 thousand, increased by 592 thousand; the number of employs of the tertiary industry was 9,893 thousand, increased by 563 thousand. At the end of 2003, the number of staff and workers at their posts was 3,420 thousand, decreased by 167 thousand compared with that of the previous year. The number of staff and workers of private enterprises and individuals self employs was 4,051 thousand, decreased by 177 thousand. There were 380 thousand of newly increased job posts in the province. At the end of 2003, registered unemployment rate in urban areas was 4.1%.

The reform and open policy stepped out the new step. The reform of state-owned enterprises made positive progress and there were new achievements of the enterprises' going on the market to finance. The city public utilities reformed further thoroughly and the administration and reorganizing of land market won marked success. The activity of the ¡°countryside tax reforming and standardizing year¡± developed solidly, and the reforming experiment of agricultural special product tax changing into agricultural tax and the grain subsidy way was extended in the whole province. The experiment of new rural cooperative medical service system started implementation. The reform of household register system was continuously deepen, the level of urbanization achieved 32%, up 1.3 percentage points compared to the previous year.

The main problems of the nation economy and social development are: the foundation on which the economy increased fast and continuously wasn't stable; the horizontal development speed wasn't fast enough; the peasants had difficulties to increase their income and the gap of development in urban and rural areas was expanded to some extent; the systematic obstacle that restrained economic development became more outstanding and the pressure of employment was still great, etc.

II: Agriculture

In 2003, the catastrophic floods in Huaihe River and Chuhe river valley and the continuous high-temperature and aridity of some areas seriously influenced the planting production of the whole province, main agricultural products dropped in production.

The grain yields decreased slightly. The output of grain was 22148 thousand tons, 5502 thousand tons less than the previous year, or down 19.9%. Of which, the output of summer grain was 7076 thousand tons, down 6.6%; the output of early rice was 1200 thousand tons, down 7.7% and the output of autumn grain was 13872 thousand tons, down 26.1%.

There was decrease in production of economic crops except a few crops. The output of oil bean crops was 2315 thousand ton, down 18%. That of cotton was 295 thousand tons, down 16.4% compared with that of the previous year. The output of tea was 51 thousand tons, up 5%. That of fruits was 6091 thousand tons, down 25.7%. The output of flue-cured tobacco was 21 thousand tons, down 32.6%. That of vegetable was 15135 thousand tons, down 6.5%.

The forestry made new development. Stable growth was achieved in aquaculture. The year 2003 saw a completed area of 364.7 thousand hectares of afforesting and 960 thousand hectares of tending young forest. The total meat production was 3582 thousand tons, up 4.8%, and that of aquatic products was 1634 thousand tons, almost the same as the previous year.

The structure of crop cultivation was kept on adjusted. The standard of high-quality agricultural products was raised further. The cultivated area of grain, oil bean crops, fiber crops and crude drugs increased in different degrees. The sown area of cotton was 442 thousand hectares, 77.7 thousand hectares more than that in the previous year and that of vegetables was 654.9 thousand hectares, increased 54.7 thousand hectares. The coverage rate of high-quality rice, wheat and oil bean crops reached 46.2%.

Agricultural modernization and farmland water conservancy projects construction kept being strengthen. At the end of 2003, the total agriculture machinery power reached 35447 thousand KW, up 5.1%. The consumption of chemical fertilizer (calculated with discount net approach) was 2813 thousand tons, up 4.1%. The electricity consumed in rural areas was5.75 billion KWH, up 11% and a total of 3285 thousand hectares of effective irrigating areas were under irrigation system, newly increased 21.2 thousand hectares.

III: Industry and Construction

The industrial production kept fast growing. In 2003, the value added of industry reached 144.56 billion yuan, up 12.2%. Of which, the value added of state owned industrial enterprises and non state owned enterprises with an annual sales revenue over 5 million yuan totaled 83.47 billion yuan, up 19.8%, or 4.5 percentage points higher than the figure for the previous year, being the highest increasing range since 1997. Of the enterprises over designated size, the value added created by state owned and state holding the controlling share was 47.68 billion yuan, up 14.3%, that of collective owned enterprises was 4.43 billion yuan, up 6.1%, that of enterprises of share holding system was 43.05 billion yuan, up 21.4%, that of foreign funded enterprises or enterprises with investment from Hong Kong, Macao. Taiwan investment was 14.12 billion yuan, up 31.5%. The value added of heavy industry was 55.74 billion yuan, up 20.3% and that of light industry was 27.73 billion yuan, up 19.2%.

The industrial structure adjustment achieved remarkable success. Of the industrial enterprises over designated size, the output value of new products was 35.57 billion yuan, up 22.7% and the percentage of output value of new products was 13.9%. The promoting function of pillar industries was obvious. The production of electronic machinery and equipment manufacturing increased 50.9% compared with that of the previous year. That of facilities for communication increased 35.2%. That of chemical material and products manufacturing increased 21.6%. The contribution ratio of these three sectors to the entire industrial growth reached 49.3%. That of chemical fiber manufacturing and rubber products kept fast growth, increasing by 37.6% and 19.1% respectively. As to the output of major industrial products, the growth of energy and raw material was fast. The production of crude coal, steel and finished steel material increased by 9.1%, 8.4%, and 8% respectively. The electricity output increased by 17.9% and the production of cement increased by 21.6%. Of the daily electric apparatus, the production of refrigerators, washing machines and air conditioners all increased. Of which, the production of air conditioners increased 1.14 times compared with that of the previous year.

The benefit of industrial enterprise continued to improve. The overall efficiency index for industrial enterprises over designated size was 127.9, 16.3 percentage point higher than that in previous year, reaching the highest in these years; sales ratio of industrial enterprises was 98.7%, 0.2 percentage point higher than that in 2002; sales revenue reached 263.86 billion yuan, up 25.5%, profits and tax reached 32.38 billion yuan, up 30.6%.Of which, profits and reached 13.56 billion yuan, up 59.4%.

The construction industry developed quickly. In 2003, the value added of construction enterprises was 33.5 billion yuan, up 23.4%. The total profit of construction enterprises at and above grade four was 2.8 billion yuan, up 1.7%. The total number of projects under construction was 49 thousand. Floor space of building under construction was 74.17 million square meters, increased 10.73 million square meters. Floor space of building was 40.87 million square meters, increased 2.4 million square meters.

Remarkable achievement was obtained in geological prospecting of minerals. In 2003, the geological prospecting of minerals in Anhui was 413. Of which, 21 projects were about gasoline and gas. The enterprises completed a total of 180 thousand meters of drilling (excluding gasoline and gas projects). Territory resource survey was carried to cover 11,000 square kilometers of areas, the geological features of which were illustrated on 1:250000 scale maps. Eight minors were newly discovered or with new development and six ores were found. 245 million yuan work amount was finished in the whole year.

IV: Investment in Fixed Assets

The increase pace of investment in fixed assets was accelerated. The completed investment in fixed assets of Anhui was 147.76 billion yuan, up 30.4%. Of the total, investment of state owned and other types of units was 117.85 billion yuan, up 42.7%, investment of urban and rural collective owned units and private units was 29.91 billion yuan, down 0.8%. Capital construction investment was 55.28 billion yuan, up 30.3%. Investment in innovation was 35.52 billion yuan, up 53.4%. Investment of real estate development was 24.07 billion yuan, up 64.3%.

The investment structure continued to improve. Investment in primary industry was 1.11 billion yuan, up 165.4%. That in the secondary industry was 47.65 billion yuan, up 52.7%. Of which, the investment in manufacturing industry increased by 52.7%. Investment in the tertiary industry was 69.09 billion yuan, up 35.5%. Transportation increased quickly. Investment in this section was 12.82 billion yuan, up 29.6%. Investment of education was 4.18 billion yuan, up 44.8%.

The construction of key projects had notable effect. There were 69 provincial key projects, and the total investment reached 97.3 billion yuan. Of which, 55 were provincial key capital construction projects and the investment reached 14.7 billion yuan; 14 were technical reform projects and the investment reached 6.4 billion yuan. The year 2003 saw the completion and operation of 14 projects such as Hefei software industrial base, Hefei-Xi'an section of Ningxi Railway, the northern section of Hexu Highway, Maanshan Xingma automobile, Jianghuai Refine business automobile and so on.

The construction of small towns made notable progress. At the end of 2003, the numbers of small towns was 2939. Of the total, the number of towns was 939, the number of rural market towns was 2000. In 2003, total investment of small towns construction was 9.4 billion yuan. The proportion of small towns adjusted and completed was 94.4%. Of the 200 central towns, the proportion of towns adjusted and completed reached 100%; the proportion of town areas with paved roads was 76% and the total investment was 5.4 billion yuan.

V: Domestic Trade

Market sales quickly increased. In 2003, the market of Anhui province was prosperous, and the residents had steady consumer psychology. The total retail sales of consumer goods reached 133.12 billion yuan, up 9.8%. Total retail sales of consumer goods in urban area reach 66.66 billion yuan, up 12.8%, that of county grade and lower were 66.46 billion yuan, up 7%. By sectors, the total wholesale and retail sale were 114.37 billion yuan, up 9.9%. Total retail sales of catering trade was 15.94 billion yuan, up 12.1% and that of other trade was 2.82 billion yuan, down 3.8%. By classification of the goods, of the enterprises over designated size, retail sales of goods for eating, wearing and using increased all-sidedly. Total retail sales of food, beverage, cigarette and liquors increase by 20.7%. That of Chinese and western crude drugs increased by 16%. Sales of communication equipment, automobile and related goods kept brisk sale, among them that of communication equipment increased by 189.3% and that of automobile increased by 130%. Transaction of business in urban and rural market was 104.2 billion yuan, up 3%.

The economic efficiency of enterprises above designated size in wholesale and retail trade continued to change for the better. The whole efficiency of enterprises above designated size in wholesale and retail trade improved. The net sales revenue of more than 40 key retail sale store was 75.32 billion yuan, up 23%, the profits reached 1.67 billion yuan, up 36.5%; raw profit rate was 8.25 %, 0.27 percentage point lower than that of previous year. Charge rate was 3.21%, decreased 0.31 percentage point.

VI: Foreign Trade and Tourism

Quick growth was registered in import and export. The total value of import and export goods of foreign trade reached US $ 5.94 billion in the whole year, up 42.1%. Of the total, the value of export was US $ 3.06 billion, up 24.9%, and the value of import were US $ 2.88 billion, up 66.6%. Normal export value was US $ 2.61 billion, up 26.8% and the proportion to the total export increased from 83.9% to 85.2%. The export of processing trade was US $ 0.44 billion, up 14.6%. The export to Africa, Europe and Oceania increased by 37.4%, 35.4% and 33.5% respectively. The export to Asia, North America and Latin America increased by 21.7%, 18.7% and 8.5%. The total value of import and export goods of foreign funded enterprises reached US $ 1.53 billion, up 35.8%.

Progress was made in the foreign capital utilized. In 2003, the whole province unceasingly optimized the investment environment, widen the channel bringing in foreign capital, played the role of demonstration of development zones and the introduction of foreign capital obtained new result. Actually foreign capital utilized was US $ 1,095 million, up 47.8%. Of the total, amount of foreign direct investment was US $ 391 million, up 4.1%. The number of newly approved foreign funded enterprises was 431, increased 93 compared with that of the previous year.

Fast progress was made in the economic cooperation with foreign countries. The year 2003 saw 183 contracts of projects and labor services cooperation with foreign countries and the contracted value was US $ 210 million, up 0.1% over 2002, and the business revenue was US $ 162 million, up 46.9%. The year saw external assignment service personnel of 3,881 persons, up 11.1%. The outside population was 8,760 at the end of the year.

The traveling economy dropped because of the influence of SARS. The total income of tourism was 19.65 billion yuan, down 9.1% compared with that of the previous years. Of which, income of foreign exchange was US $ 110 million, down 29.7%. Income of domestic tourism was 18.71 billion yuan, down 7.8%. The number of foreign tourists was 281 thousand, down 38.8%. The number of domestic tourists was 33.38 million, down 14.1%.

VII : Transportation, Postal and Telecommunications

Transportation, postal and telecommunication developed quickly. The value added of transportation, postal and telecommunication services was 25.38 billion yuan, up 11.7%.

The volume of freight transportation was 135.59 billions of ton-km, up 8.5%. Of which, railway: 80.78 billion ton km, up 7.9%; highway: 31.84 billion ton-km, up 6.3%; waterway: 22.94 billion ton-km, up 13.9% and civil aviation: 30 million ton-km, up 14.5%. The volume of passenger transportation was 63.58 billions of person-km, up 3%. Of which, railway: 22.45 billion person-km, down 2.6%; highway: 39.67 billion person-km, up 6.9%; waterway: 40 million person-km, down 40.4% and civil aviation: 1.42 billion person-km, down 4.1%.

The business transaction of postal and telecommunication service totaled 15.73 billion yuan, up 9.7% compared with that of previous year. Of which, the business transaction of telecommunication totaled 13.85 billion yuan, up 9.6% and that of postal services totaled 1.88 billion yuan, up 9.9%. The year saw 3.815 millions of urban telephone users, 5.17 millions of rural telephone users, and 6.97 millions of mobile telephone users, up 1.4%, 24.3% and 28.7% over 2002 respectively. The popularizing rate of telephone was 27.8%, 5.9 percentage point higher than that in the previous year. The number of data telecommunication services users reached 1,505 thousand, of which, the number of Internet users reached 1,486 thousand.

VIII: Finance, Banking and Insurance

The financial revenue increased fast. Financial revenue was 41.23 billion yuan, up 18.9% over 2002. The main taxes such as value-added tax and business tax increased by 13.7% and 18.1% respectively. Financial expenditure was 50.6 billion yuan, up 10.8%. Of the total, expenditure for health care increased by 19.1% and that of compensation and relief fund of social welfare increased by 50.3%.

Loans and deposits increased in financial institutions. At the end of 2003, deposits in various forms were 419.02 billion yuan, up 21.8% compared with that of end of previous year. Of which, the deposits of enterprises was 123.42 billion yuan, up 26.2%. The saving deposits by urban and rural residents were 247.58 billion yuan, up 20.9% compared with that of end of previous year. Loans in various forms were 337.46 billion yuan, up 14.7%. Of the total, 207.82 billions yuan was granted in the form of short term loans, up 7.8%, and 97.52 billion yuan in the form of mid term and long term loans, up 32.6%.

The listing work of enterprises continued being strengthened. In Shanghai and Shenzhen stock exchanges, three new shares (A share), one additionally shares (H share) and three changes company bonds were issued, and 3.09 billion yuan was collected. The listed companies in Anhui totaled 36 at the year-end.ª¥

Fast progress was scored in insurance service. In 2003, the insurance premium totaled 10.39 billion yuan, up 51%. Of the total, the premium of property insurance was 2.05 billion yuan and that of life insurance was 8.34 billion yuan. The insurance companies paid an indemnity of 2.09 billion yuan as reparations in insurance programs, up 31.5%. Of which the indemnity of property insurance was 1.39 billion yuan, and 0.7 billion yuan was paid as reparation in life insurance programs.

IX: Science, Technology and Education

Overall strength of science and technology was further strengthened. Anhui had 1,077 thousand technicians, up 3% over 2002. There were 166 independent research and development institutions, science technology information and literature institutions at and above county level. 86 research institutions affiliated to institutions of higher education, and 266 technological development institutions affiliated to large and medium industrial or construction enterprises. A total of 90 thousand people were engaged in scientific and technological activities, of which there were 60 thousand of scientists and engineers. The year 2003 saw 5,141 civilian-run scientific and technological enterprises, with a total of 180 thousand employees and 40 billion yuan of revenue.

The investment in S&T increased. The expenditure for scientific and technological activities in institution, colleges and large and medium industrial enterprises totaled 6.56 billion yuan, up 24.4%. Of which, R&D expenditure totaled 2.92 billion yuan, up 22%.

Scientific research and technology development made new achievements. In 2003, some 436 key scientific and technical results were registered at and above provincial level. Here are main S&T achievement items: the air quality carbon monoxide automatically monitor instrument, the research and application of Chinese road traffic accident prevention and controlling project engineering, the research on important non-linear problem in complex chemistry system, the research on highly effective synthesis cultivation technology system of cotton in Jianghuai hilly area and so on. About 26 projects were listed as outstanding youth science and technology prize items, 30 were listed as S&T brainstorm projects and special plans of science and technology, 8 were listed as international cooperative plans, 27 were listed as soft scientific plans, 55 were listed as key plans and 75 were listed as ¡°Spark Program¡±, ¡°Torch Program¡± and ¡°Achievement Promotion Plan¡±, and the total of investment was more than 2.32 billion yuan. There were 2 national key labs, 16 provincial key labs and 5 cooperation labs by the province and department and 10 labs of the departments.

Patent application stably developed and technical services were reinforced. A total of 2,676 applications to patent were received and 1,610 patents were authorized. The year 2003 saw 4,082 signed contracts of technology, involving a transaction value of 879 million yuan, of which 1874 contracts were in this province and the transaction value was 425 million yuan. There were altogether 41 products that were responsible for the inspection and supervision of the quality of manufactured.ª¥

The undertaking of surveying and mapping was developed. The surveying and mapping center prepared 12,322 maps of various scales, 3,875 achievement (including GPS point), 268 boxes of files, 1631 films of aviation, 528 pieces of CD with aerospace images. The units under the Surveying and Mapping bureau of Anhui province had finished survey and mapping work totaled 18.94 million yuan.

The educational undertaking developed all-sidedly. At the end of 2003, there were 73 colleges and universities in the whole province, the number of new students enrollment were 142 thousand, increased 20 thousand. The number of student enrollment was 410 thousand. There were 17 universities or institutions that offered course leading to postgraduate degrees, number of new graduates enrollment were 5,883. The number of graduate enrollment of colleges and universities was 13,535. The number of all type of secondary professional schools was 521, the number of students enrollment was 413 thousand, The number of middle schools were 3820, the number of students enrollment was 4,283 thousand, of the total, the number of senior students was 900 thousand, the number of junior students was 3,383 thousand. There were 22,328 primary schools with 6,612 thousand of pupil enrollment. The proportion of right age children in junior middle schools was 96.44%. The proportion of school age children in primary schools was 99.09%. The leaving ratio of junior schools and primary schools were 2.01% and 0.78% respectively. The number of new student enrollment of adult specialized secondary schools was 11 thousand and that of student enrollment was 26 thousand. The number of trained students of adult technical training schools was 1,607 thousand of person-times and the illiteracy decreased 136 thousand.

X: Culture, Public Health and Sports

Cultural undertakings were healthily developed. At the end of 2003, there were 93 art-performing groups, 100 culture centers, 84 public libraries and 39 museums. There were 124 filing centers, with 5.45 millions of volumes and the areas were 136 thousand square meters. There were 15 broadcasting stations, 23 medium wave emission stations and relay stations, 17 TV stations, 2.65 millions of cable TV stations users. Radio programs covered 95.5% of the total population and TV programs covered 94.96%, up 0.1 and 0.11 percentage point respectively. Newspaper issued a total of 101 types, 80,284 copies; magazines: 179 types and 50.60 million copies; books: 3,361 types and 27,091 copies; electronic and audio-video publication: 1,106 types and 9.416 millions of copies.

Health undertakings had made unceasing improvement. At the end of 2003, the number of health institutions (including health offices and individual) was 7,352, increased by 443. Of the total, the number of hospitals and clinics were 2,947, the number of anti-epidemic clinics was 229 and the number of maternity and children care centers was 118. There were 121 thousand beds in health institutions. There were 169 thousand health workers. Of the total, the number of health workers in hospitals and institutions was 140 thousand, and that of anti epidemic clinics was 7 thousand, and that of them in maternity and children care centers was 4 thousand. Of the health workers, there were 61 thousand of doctors and 43 thousand of nurses. In countryside 94.5% of the villages had medical spots and the number of doctors and health workers in rural area totaled 69 thousand.ª¥

Development was scored in sports. In 2003, athletes from Auhui Province won 40 golden medals, 28 silver medals and 42 bronze medals at domestic and international major sports games. There were four new international master sportsmen, 24 new master sportsmen, 43 new first grade athletes, 19 new national grade judges, 78 new first grade judges and 1,658 social sport guides. There were 67 new standard sports fields, of which, the number of sport centers was 4 and that of stadiums was 12. The number of the newly-built nationwide body-building route was 131. Nationwide body-building activities developed further, 58 times of activities with more than 10 thousand people were hold in the whole province and people joining totaled 700 thousand altogether. Disabled person sports got good achievements. In 2003, disabled athletes from Auhui Province carried off 16 gold medals, 9 silver medals and 9 bronze medals. Of the fund raised from selling China sports lottery ticket, 68.63 million yuan was used for sports cause.

XI: Environmental Protection

The environmental quality was steady. At the end of 2003, the number of staff and workers of environment protection system was 4,769 and the number of province, prefecture, and county grade environment monitor stations was 71. Air environmental quality improved to some extent and urban sound environmental quality was steady basically. By 2003, in the 17 cities of the province, 162 soot emission zones had been established, covering an area of 761.9 square kilometers. And there were another 94 zones covering 337.4 square kilometers, where the noise pollution was put under specified level. The water quality of main stream and branch stream of Huaihe River improved to some extent, that of the Yangzi River and Xin'an river basin was good overall, but the water quality of Chaohu Lake presented falling-off. The work that three cities Hefei, Maanshan and Wuhu establishing " national environmental protection modal city" entered the stage of implementing all-sidely and a batch of key projects were implemented. The ¡°Tenth Five-Year Plan¡± of environmental protection made progress. By the end of 2003, the number of projects completed and under construction achieved 88, and investment was 9.03 billion Yuan. The total quantity of main pollutant discharged in the province realized the year reduction duty.

The construction of ecological province officially started. "The Overall Plan Summary of Anhui Ecological Province Construction" was established, and was adopted by National Environmental Protection Bureau and the Provincial Government's union appraisal.

By 2003, 8 new national experimental areas of ecological demonstration areas were established and the total number reached 30. The number of natural-protection region was 31, of which the number of state level, provincial level and county level natural-protection regions were five, twenty-five and one respectively.

There were 7,287 fire disasters and 21,791 traffic accidents in 2003.

XII: People's Livelihood and Employment

Population growth continues being controlled effectively. The birthrate of population of the whole province was 11.15 ¡ë, 0.05 thousandth point lower than that in the previous year; death rate was 5.20 ¡ë, 0.03 thousandth point higher and natural growth was 5.95¡ë, 0.08 thousandth point lower. The number of household register population in the whole province was 64.10 millions and permanent population was 61.63 millions.

The income of the town dwellers and the peasants increased steadily. In 2003, per capita disposable income of residents in urban area was 6,778 yuan, up 12.4%, discounting the factor of price, actually increased 10.4%. Per capita expenditure of consumption was 5,064 yuan, up 8.5%. Engle coefficient of urban residents was 44.2%, one percentage point higher than that of previous year. Per capita net income of rural residents was 2,127 yuan, increased 0.4%. Per capita expenditure of consumption of rural residents was 1596.3 yuan, up 8.2%. Engle coefficient was 46%, 1.5 percentage points lower than that of previous year.

The social security system developed steadily. In the whole province, 4.514 millions of persons participated in fundamental pension insurance, of which, 3.396 millions were staff and workers and 1.017 millions were retired staff and workers. The number of persons participated in unemployed insure was 3.808 million and 234 thousands of persons received relief funds, 59 thousand more than that in the previous year. The number of persons participated in medical insure was 3.235 million, 501 thousand more than that in the previous year. In the whole province, 39.1 thousand of laid-off staff and workers in state-owned units were arranged and 22.7 thousand of them reemployed by various kinds of ways. At the end of the year, the number of urban dwellers got lowest ensure money reached 1,043 thousand.

Social welfare work developed continuously. There were 51 thousand beds in social warfare institutions of various types and 41 thousand inmates. Social guarantee network facilities were established in 62.5% township. The year also saw 10,177 community service facilities in urban areas, including 505 community service centers. The sales of social welfare lottery ticket totaled 274 millions yuan, 96 millions yuan of welfare fund was raised and the direct received society donations was 81 million yuan.ª¥
